How New York paycheck taxes work
Your New York paycheck has four to five withholdings: federal income tax, Social Security, and Medicare, New York State income tax, New York City income tax if you live in the five boroughs (tick the box in the calculator), plus Paid Family Leave and disability premiums.
The state formula subtracts $7,400 (single, head of household) or $7,950 (married) and $1,000 per IT-2104 allowance, then applies the exact-calculation schedule: 3.9% on the first $8,500, stepping to 5.4% at $13,900, 5.9% at $80,650, and a series of recapture rows above $96,800 that gradually flatten the effective rate to 6.85% and higher. Above $1,077,550 of net wages (single) a flat 10.45% applies to everything, then 11.1% and 11.7% at $5 million and $25 million. City tax uses its own schedule after a $5,000 deduction. Paid Family Leave costs 0.432% of wages up to $411.91 a year; disability 0.5% up to 60 cents a week.

How much is New York City income tax on a paycheck?
For residents, 2.05% on the first $8,000 of wages after a $5,000 deduction and $1,000 per allowance, rising to 4.25% above $60,000. Nonresidents who work in the city pay nothing to the city. The Yonkers surcharge is separate and not included here.
Why does the New York schedule have rates like 11.44%?
Those are recapture rows. New York's tax law removes the benefit of lower brackets as income rises, and the withholding tables build that in as temporarily higher marginal rates. They are reproduced exactly as published.
What changed in New York withholding for 2026?
The five lowest state rates dropped 0.1 point under the 2025 budget, with another 0.1 coming in 2027. Paid Family Leave rose from 0.388% to 0.432% of wages, capped at $411.91. New York City rates are unchanged.
